TWO of the applications for AHTF money were HIGHLY RECOMMENDED by the AHTF Advisory Committee: RIVER ROAD HOUSING and SquareOne’s OUR VILLAGE. Theses proposals show what the best of Affordable Housing can be by focusing on serving populations that are under served and located in walk-able and bike-able neighborhoods close to support services and transportation. These are affordable housing projects done RIGHT and in the RIGHT places!

DevNW’s Floral Hill Terrace’s evaluations did not score high enough this year for the Advisory Committee of the Affordable Housing Trust Fund to award any funds. We feel good that all the concerns we and the community brought up about poor accessibility, inappropriate road infrastructure and fire safety concerns were listened to. Check out the two best applications below:

TOP TWO RECOMMENDED APPLICATIONS per the AHTF Committee:

RIVER ROAD HOUSING.   Laurel Hill Center requested $650,439 to build 45 rental units on Hunsaker Lane.  The homes would serve households earning no more than 30% of area median income (AMI) and 60% AMI. Serving a wide range of incomes and providing rare ONE BEDROOM UNITS for individuals and couples. The Project Concept and Design on page 5 and 6 of the River Road Housing proposal is powerful. Mental Health recovery and support, case management, peer support, medication management, supported education and employment. And everything is close by… affordable grocery shopping, healthcare, parks and school.

OUR VILLAGE.  SquareOne Villages requested $325,000 to build 44 cooperative homeownership units on Maxwell Road.  The homes would serve households earning no more than 60% AMI and 80% AMI. Plus SquareOne’s OUR Village grounds have a community garden, pre-school, daycare, laundry, bike parking, and community room all while also being centrally located. Great amenities.

Ask the Eugene City Council to support affordable housing DONE RIGHT by supporting the applicants that were RECOMMENDED by the AHTF Advisory Committee! The City Council is scheduled to vote on final funding recommendations for the 2026 Affordable Housing Trust Fund (AHTF) on Monday, July 13, 2026. [1]

AHTF Applications NOT recommended by the AHTF Advisory Committee at this time:

• Floral Hill Community Land Trust.  DevNW requested $400,000 to build 40 homeownership units on Floral Hill Drive.   The homes would serve households earning no more than 80% AMI.
• Lincoln Commons.  Red Apple Square LLC requested $450,000 to build 75 rental units on Lincoln Street.  The homes would serve households earning no more than 60% AMI.
• The Harlow.  Cascade Housing Association requested $650,439 to build 27 rental units on Coburg Road.  The homes would serve households earning no more than 60% AMI.
• Yonkalla Commons.  Hacienda Community Development Corporation requested $650,439 to build 12 homeownership units in a Community Land Trust on the City-owned property on Hilyard Street.  The homes would serve households earning no more than 60% and 80% AMI.
