We Need Your Letters to City Council By Friday, July 3rd!On Tuesday, July 13, 2026 the Eugene City Council will make a final decision on the funding of the Affordable Housing Trust Fund monies for 2026. We do not want this development built as proposed and would prefer it not be built at all on Floral Hill Drive so stopping any funding they might get from the City is important. If their own local city isn’t supporting funding the project it makes it less likely that the state will decide to fund it. Thanks to our letters and testimony to the AHTF Advisory Committee in May and June DevNW’s FLORAL HILL TERRACE Application was voted down and NOT RECOMMENDED to receive the $400,000 DevNW requested because there were a number of other more worthy applications submitted but we need to also reach out and educate the entire Eugene City Council.

It’s important for the Eugene City Council to each hear from their constituents BEFORE that meeting that DevNW’s FLORAL HILL TERRACE housing complex is NOT THE BEST PLAN for affordable housing and Floral Hill Drive is a POOR LOCATION to build it with accessibility challenges and safety problems.

STEP ONE: Targeted Deadline!

Friday, July 3rd by 5 p.m. is the targeted DEADLINE for inclusion in the initial Agenda Packet to City Council.

• While the City of Eugene does not list a strict, hard cutoff time specifically for the July 13, 2026 meeting’s Affordable Housing Trust Fund (AHTF) item, there are standard practices for submitting written testimony to ensure it becomes part of the official public record and is reviewed by council members:
• Written testimony generally needs to be submitted about a week to ten days prior to the meeting (often by the Friday of the week before). PLAN TO SEND YOUR LETTER BY OR BEFORE Friday, July 3 to be included in the official public record and the Agenda Packet.
• Ongoing Submission: Any written comments received after that initial window are provided to the City Council in batches leading right up to the meeting. To guarantee the councilors have time to read your letter before they consider the final funding decisions at the 7:30 PM meeting on Monday, July 13, 2026, you should submit it as early as possible.

STEP TWO: Targeted Topics! Give them your 2 cents about the specific issue that is before the City Council!

The specific issue in front of the City Council for this period is the AFFORDABLE HOUSING TRUST FUNDING that they will be voting about on Monday, July 13, 2026.

What to say… Introduce yourself. Say briefly why you are so interested in the AFFORDABLE HOUSING aspect of this proect. “I am looking for an affordable house myself… I follow housing issues closely.”

Key building blocks of an AFFORDABLE HOUSING DEVELOPMENT… Is the location truly accessible for people with challenges if that is how it is being advertised? Is it a competitive, affordable and sound investment for the targeted market? And does it have community safety in mind and is not being placed in a risk area.

Below are the concerns about where the FLORAL HILL TERRACE AHTF application comes up short and why DevNW’s application for Affordable Housing Trust Funds should be denied.

• Emergency Fire vehicles have historically had difficulty accessing fires in a timely manner in this wildfire risk neighborhood.
• Floral Hill Drive is already an unsafe roadway.
• This location has accessibility problems, no grocery stores, no public transportation, poor bicyclist and walker safety on narrow roads with no shoulders.
• There are better deserving affordable housing applicants who’s developments will serve a larger, more impacted population with better access to needed services.

After the Affordable Housing Trust Fund Advisory Committee reviewed all 6 applications and two proposals rose above the rest: RIVER ROAD HOUSING and OUR VILLAGE. You don’t have to make it complicated. You don’t have to mention everything.
Pick one, two or three points you want to get across to them as they are weighing their decision to support or oppose the development of Floral Hill Terrace.

How to close... This project concerns me because…. As someone who was almost homeless I value affordable housing but I’m worried about… I see a potential problem with…

And then state exactly what action you want them to take… Please do not fund FLORAL HILL TERRACE and instead fund the two applications that the Affordable Housing Trust Fund Advisory Committee recommended, RIVER ROAD HOUSING and OUR VILLAGE.

If they are doing something right — be sure to tell them that too!
